In the EU packaging and packaging waste are regulated by Directive 94/62/EC. For higher levels of environmental protection packaging can also be tested against Directive 94/62/EC Reduction of heavy metals, Decision 97/129/EC Harmonization of national measures, and Decision 1999/177/EC Conditions derogation for plastic crates and pallets.
In the United States the Toxic Packaging Clearinghouse (TPCH) promotes the Model Toxics in Packaging Law.
Primary and secondary packaging products tested include paper – corrugated and plastics products, paper and plastic bags, paperboard boxed, pallets, plastic bottles and film, and glass.
